Freeware Home
This collection of 32-bit freeware lists 5000+ items on more than 300 pages

Please excuse the annoying popup window that appears when you first access the home page on this site.  Don't bother clicking the [X] to close;  it's a trick--takes you right the advertisers web page.  Just click a link (not a category) on the side bar and it will go away.  I contacted the web site developer about this and was called a "average idiot" for doing so.  Apparently, they have a FAQ about the ad (yeah, that's what I go to the site for).  Still a good site though, once you get past the annoyance.  The attitude leaves much to be desired.

The Freeware Publishing Site
"...offers a collection of the best freeware for WINDOWS 95/98.  The software presented is not shareware or commercial demoware"

This site, like so many on the Internet, is getting a little dated. It's possibly not being maintained.

Oakley Data Services
a collection of quality programs for Windows with one thing in common - none of them have any requirement for further payment

PCWin Resource Center
The freeware page for this general shareware, freeware, demoware site.

Freeware (or Free Software) Organizations:

GNU’s Not Unix
A world wide cooperative software writing effort from the people who bring you Linux and many other Unix-like free software.  Ports are available to other platforms as well.

GNU and FSF (Free Software Foundation) have some interesting points, very ambitious goals, and all sorts of interesting ideas about the morality of developing and selling proprietary software.

The World's 10 GREATEST FREEWARE Contest
The 10 BEST FREEWARE in the World! award…by the FABIUS Library

Although the awards seem up-to-date, one might question the significance of the freeware chosen.  Also, this is currently just a list of the candidates and winners.   Some links to download sites would be nice.
